4500 Stations program

Kilowatthour (kWh) billing

It enables you to charge for the exact amount of energy supplied by the charging station. Not all electric vehicles (EVs) require the same charging power. For example, most EVs charge at 7 kilowatts (kW), while others charge at only 3 kW. Applying an hourly rate regardless of the EV’s capacity (the actual charging power determined by the EV and not the charging station) can create an inequity. Important note: only a very small proportion of vehicles charge only at 3 kW, and their numbers are decreasing. The hourly rate is adapted to most electric vehicles, which charge at 7 kW.

Measurement Canada only authorized the pricing option when it issued the temporary dispensation.

Measurement Canada published a separate depensation for this type of charging station. The program conditions, which are different, are explained in another communication.

Electric Circuit members will receive an email informing them of the new rate option. The new rates will also be displayed on the charging stations and in the app.

You can change the connection fees (before and after charging), but you can only do so by going to the partners portal during one of rate adjustment periods:

  • Between April 20 and May 19 for the new rate to come into effect on June 1
  • Between October 20 and November 19 for the new rate to come into effect on December 1

You cannot change the kilowatthour price, however, which will be automatically adjusted on an annual basis to adjust for inflation.

Yes. You can switch back to an hourly or a flat rate, but you can only do so by going to the partners portal during one of rate adjustment periods:

  • Between April 20 and May 19 for the new rate to come into effect on June 1
  • Between October 20 and November 19 for the new rate to come into effect on December 1

The measure covers a trial period for already deployed charging stations. The dispensation is in effect until December 31, 2029. As of January 1, 2030, for kilowatthour (kWh) billing, Measurement Canada will require all manufacturers to install an internal measuring device to ensure accuracy. Like gas pumps and meters, these charging stations will need to be approved by Measurement Canada. Officially approved charging stations with KWh rates are expected to be introduced in 2023, and that’s why the deadline to apply for a temporary dispensation for deployed charging stations is December 31, 2024.

No, since it reflects several criteria: the amount of electricity supplied, the use of the charging station and the occupation (or rental) of a parking space, which has its own value.

The price per kWh was selected for its similarity to the home electricity rate.

Under Measurement Canada’s temporary dispensation program for electric vehicle supply equipment, it will be possible to continue using the charging stations currently deployed in the Canadian marketplace provided a kilowatthour charging price is adopted, without verification or the application of a seal, in accordance with the Electricity and Gas Inspection Act (EGIA). The temporary dispensation will remain in effect until these charging stations reach the end of their service life or receive approval of type from Measurement Canada, or until the dispensation expires on December 31, 2029, whichever occurs first. After the dispensation period, the charging stations that are still in service must revert to an hourly or a flat rate. The application for the dispensation must be received before December 31, 2024.

Yes. If you wish to change the rate, you must submit your application to Measurement Canada by December 31, 2024. When your application is approved, write to us and let us know, and we will update your file. You will receive an email notification when the change is made in the partners portal.

Currently, there are no plans to extend or broaden the temporary dispensation for level 1 and level 2 electric vehicle charging stations beyond December 31, 2024. After this date, the charging stations covered by the dispensation may still be used but only at an hourly or a flat rate.
